Is LTIB still in active development, I don't want to start using it if it
is out of date, un-supported and not security patched.

Secondly, can an up to date version of StrongSwan be built into the image,
with modern Ciphers such as AES-128-GCM, DH Group 19, ECDSA and SHA256?

No LTIB is not currently being actively developed.
